Directorate of Human Resources has the following responsibilities:
a. Implementation of personnel procedures in accordance with the Law on Civil Service, the Law on Salaries and the Status Rules of Civil Servants of the Assembly
b. Advising senior management on planning employment policies, implementing fair employment practices, employee movement and compliance with the Civil Service principles in the Administration of the Assembly
c. Advising managers regarding the employees and the job description
d. Preparation of the initial proposal for the employment plan
e. Implementation, development and management of recruitment and promotion procedures for civil servants in accordance with the Law on Civil Service, the Law on Salaries and the Status Rules of Civil Servants of the Assembly
p. Implementation, development and management of recruitment procedures for other officials who are elected and appointed by the Assembly, in accordance with the decisions of the Presidency and other acts of the Assembly
g. Preparation of employment contracts for civil servants, political staff and political support staff
h. Carrying out evaluation procedures and policies
i. Organization of trainings and career development of civil servants, coordination of work and activities in the field of training with supporting organizations in the Assembly, keeping records and monitoring the implementation of projects
j. Review of administrative actions related to payroll, coefficients, employment contracts, vacations, travel declarations
k. Initiating and providing support in the development of disciplinary procedures and complaints
l. Taking care of personal files of employees
m. Maintenance of the electronic database system of the Human Resources Directorate
n. Analysing and systematizing personnel data for the needs of the Assembly Administration and periodic annual reporting
