The certifying finance officer, under the authority of the Secretary, is responsible for:
a. Ensuring that the initiation and follow-up of procurement procedures is done in accordance with the provisions of the Law on Public Procurement and Financial Rules
b. Ensuring that the conditions stipulated by the public contract are met before each payment
c. Ensuring that budget funds from each contract are spent in compliance with financial rules
d. Regular reporting to the Secretary of the Assembly
